Strategic Planner/Economic and Financial Analyst
David is a well-qualified Economist with
16 years of experience. He has worked in both the pure public sector and in a
private sector setting, which is key to understanding the working environment
within any country. He has an understanding of the macro-economic environment
having worked in the Ministry of Finance Planning and Economic Development in
1990 and the Directorate of Economic Affairs in the Presidents office, an
understanding of the Natural Resources sector covering the areas of Energy,
Water, Environment, Forestry and Meteorology having worked within the Ministry
of Natural Resources, and currently a focused understanding of the provision of
water and sewerage services in the urban setting.
His experience ranges from Government policy formulation, coordination
of policy initiatives and participation in the preparation of strategic
documents such as the PEAP, PRSC, SWAP, Policy statements, and the Medium Term
Budget Framework papers.
In the water sector, he has handled a wide range of assignments which range
from Strategic Planning, Contract Formulation and Preparation, Financial Modelling,
Investment Planning, Financial and Economic Appraisal of Projects, Tariff Policy
Review, Report Writing, Preparation of Concept papers, and preparation of Terms
of Reference. He has also carried out research in a number of areas including the
Interest Policy and efficiency of commercial banks in Uganda , a Social Accounting Matrix analysis the
case of Kenya ,
and lately linking tariff changes to improved Performance of Utility
organizations, and a review of the effectiveness of Performance Contracts.
